Investigative journalist John Solomon told Steve Bannon on Monday morning’s WarRoom that he would “not be surprised” if subpoenas are delivered as early as today or tomorrow as part of a widening investigation into what he describes as a coordinated “business plan” involving immigration policy, public funds, election strategy, and politically motivated prosecutions.

According to Solomon, congressional investigators and federal authorities are examining whether a sequence of government actions over several years were not random policy failures, but part of an organized effort that included open borders, the movement of illegal migrants into battleground states, the expansion of welfare access, and the alleged weaponization of criminal charges against political opponents tied to the Trump administration.

Solomon said the evidence he has seen points to a major development phase in the case, with grand jury activity underway and potential subpoenas targeting top Minnesota officials. While no formal charges have been announced, Solomon emphasized that investigators are now looking not only at interference with federal immigration enforcement, but also at whether systemic fraud and coordinated funding networks were essential to a broader political strategy.


Solomon Says Investigators See a Pattern, Not Isolated Events

During the interview, Solomon outlined what he described as a five step chain of events that multiple members of Congress are now treating as potentially connected.

First, he noted that the Trump administration’s effort to exclude illegal aliens from the census count was reversed. That change, Solomon explained, affected congressional apportionment and federal funding formulas.

Second, he said the border was effectively opened, while nonprofit organizations received government funds to move illegal migrants from the border into interior states, including battleground regions and large sanctuary cities.

Third, according to Solomon, those migrants were then allowed access to welfare systems, even though existing law generally restricts welfare eligibility for several years.

Fourth, he said that when fraud indicators began appearing, authorities allegedly turned a blind eye.

Finally, Solomon stated that investigators are now examining whether the cumulative effect of these actions served a coordinated political goal.

“What Comer and Rand Paul and several others are telling me,” Solomon said, “is they’re beginning to see evidence that this was a master plan.”

Solomon stressed that if evidence ultimately shows these actions were coordinated rather than coincidental, it would represent “one of the biggest stories of our lifetime.”


Grand Jury Activity and Possible Subpoenas

One of the most significant developments Solomon shared involved Minnesota.

He referenced recent reporting that officials, including Governor Tim Walz and Minneapolis Mayor Jacob Frey, are under criminal investigation related to alleged obstruction of federal immigration enforcement activities. Solomon said the probe is broader than interference alone and includes questions about whether intentional inaction allowed fraud to flourish.

“There could be subpoenas delivered today or tomorrow, hand delivered to the governor and the mayor of Minneapolis,” Solomon said. “That is a big moment.”

He added that the Minnesota attorney general could also soon receive grand jury attention, citing the existence of whistleblowers and state workers who are reportedly cooperating with federal investigators.

Solomon further stated that, based on his reporting, investigators are also tracking who is funding protests, who may be orchestrating them, and whether organized financial networks are involved.

“It’s one thing to have the process and everything to deliver,” he said. “But the machine is rolling.”


Congress Already Investigating the Broader Framework

Solomon emphasized that congressional oversight is already active. Lawmakers, he said, are examining whether what the public has been told are isolated controversies may actually represent components of a unified strategy.

He explained that members of Congress are reviewing documents, timelines, funding trails, and policy decisions that stretch back years. According to Solomon, the inquiry is not limited to immigration enforcement, but extends into election law, public benefit systems, and the origins of politically charged prosecutions.
